Economic Survey of India 2019–20, Chapter 4
Government of India
My research on pharmaceutical price regulation informed Chapter 4, “Undermining Markets: When Government Intervention Hurts More Than It Helps”.
The Economic Survey is the Government of India's annual assessment of the economy, tabled in Parliament before the Union Budget. Chapter 4 of the 2019–20 Survey argued that some government interventions in markets did more harm than good, and drew on evidence about drug price control.
The underlying finding is uncomfortable and well evidenced: capping the price of regulated drugs reduced the marketing effort behind them, and sales of the regulated drugs fell rather than rose.
This is the part of academic work that is hardest to arrange and most worth having. The paper did not set out to support a policy position; it measured what happened, and the measurement reached the people who set the policy.
